CHARLESTON, WV (LOOTPRESS) – Federal authorities have announced the capture of Tiwan Robert Bailey, also known as “Quick,” 48, of Charleston, on charges related to the sex trafficking of multiple victims, including a minor, as well as obstruction of justice.
Bailey, who had been a fugitive since July 30, 2024, was apprehended on January 17, 2025, in Lexington, Kentucky. A federal grand jury initially indicted him on July 23, 2024, on three felony charges. A superseding indictment, unsealed following Bailey’s arrest, expanded the charges to six counts.
Charges Against Bailey and Co-Defendants
The superseding indictment alleges that Bailey and co-defendant Carrie Roy, also known as “Carrie Ash,” 51, of Charleston, engaged in sex trafficking involving a minor victim in December 2023 near Charleston and Rand. The indictment claims the pair conspired to recruit, entice, and exploit the minor for commercial sex acts.
Additionally, Bailey is accused of trafficking three other victims through force and coercion between November 2023 and January 2024. The charges also extend to obstruction of the investigation, alleging that Bailey, with the assistance of co-defendant David Lee White, 68, a former Charleston attorney, interfered with the probe from May 2024 to October 2024. White’s law license was annulled in 2018 by the Supreme Court of Appeals of West Virginia.
If convicted, Bailey faces a mandatory minimum sentence of 15 years in prison and could receive up to life imprisonment.
Law Enforcement Collaboration
U.S. Attorney Will Thompson praised the multi-agency effort that led to Bailey’s capture. “This is, once again, a great example of what happens when agencies work together,” Thompson said. “This was a high priority for all the law enforcement involved and a result of the time, energy, and resources they have committed to this case.”
The investigation involved the U.S. Department of Homeland Security-Homeland Security Investigations (HSI), the U.S. Marshals Service, and the Kanawha County Sheriff’s Office. Additional support was provided by the Metropolitan Drug Enforcement Network Team (MDENT) and the West Virginia Fusion Center.
Legal Proceedings
The superseding indictment remains an allegation, and all defendants are presumed innocent until proven guilty in a court of law.
Bailey’s arrest marks a significant development in a case that federal authorities have prioritized, citing the severe harm caused by sex trafficking crimes. The prosecution will now proceed in federal court as officials continue their investigation.
