HURRICANE, WV (LOOTPRESS) – A Putnam County woman has been charged with a staggering 43 counts of Animal Cruelty after law enforcement responded to a home replete with feces, animal carcasses, and various other hazards.
According to reports from the Putnam County Sheriff’s Office, on Thursday, January 25, 2024, Deputy A.C. Walters of the PCSO responded to a Hurricane residence on Poindexter Road in response to reports of a domestic situation in progress.
Upon arriving at the residence, nearly a dozen dogs could be observed tied in the yard with very little mobility and limited food, water, and shelter – at times none at all. Additionally, it was reported that each of these animals appeared to be severely malnourished with ribcages and backbones clearly visible.
“The odor of dog feces was overwhelming,” Deputy Walters said of the condition of the outdoor areas. To the right of the back porch, a cage housing two ducks and nine chickens could be seen, and one duck inside was visibly deceased.
The owner of the residence, Lisa, advised that she wanted her daughter out of her house due to refusal to clean her room. During this interaction, multiple dogs could be seen and heard looking out of the windows of the residence. When asked how many dogs were inside, the owner advised there were eight.
Animal Control responded to the scene and noted the poor condition of the dogs, advising that some could even perish within a week if not treated. It was advised that one dog’s flea infestation was so severe that, if not treated, the dog would have scratched himself to death.
“As soon as Lisa opened the door I smelled dog feces, which was unbearable it was so strong,” said Deputy Walters. “The condition of the home is deplorable, unlivable, and very toxic to animals and humans.”
Also found inside the home were cages and tanks housing a tortoise, two sugar gliders, a gerbil, a gecko, a chinchilla, and a hedgehog.
The room of a 15-year-old residing in the home was seen to have dog feces and urine in the floor, and the room of the daughter was seen to have had trash piled three feet high with feces, urine, and multiple dogs made to stay in that room specifically. Maggots were also be observed in the room.
An interview revealed that Lisa was aware of her inability to properly care for all the animals discovered inside the home, and that the dogs were not registered or up to date on their medical shots.
Lisa Tincher has been charged with 43 counts of Animal Cruelty, 24 counts of Failure to Register Dog, 25 Counts of Failure to Vaccinate Dog/Cat, and Child Neglect Creating Risk of Bodily Injury.
