SUMMERS COUNTY, WV (LOOTPRESS) – A Summers County man faces several charges of sexual assault and abuse charges.
According to West Virginia State Police, on Tuesday, February 2, 2021, troopers were notified from Child Protective Services alleging a 14-year-old had been raped by an unknown male and was seven weeks pregnant.  During the investigation, the mother told troopers that her daughter told her brothers that she had been raped in November of 2020, and someone had given her a pill.
The next day, on February 3, 2021, the victim disclosed she had sexual intercourse with her mother’s boyfriend, Dillion Rouse, on three occasions. She explained, Mr. Rouse lived in an outbuilding outside of her house. Â She stated that she was in the outbuilding with Mr. Rouse when he touched her leg, privates, pulled her pants down, and sexually assaulted her. She further stated that Rouse drinks routinely, and he only made advances to her when he was drinking.
Later in the day, troopers made contact with Rouse, who agreed to be questioned. Â During the interview, he stated he had lived with the victim since 2019. Â Rouse confessed to providing alcohol and smoking marijuana with the victim throughout the time he lived there. He further confessed to seeing the victim naked around the house, finding photographic of her in the bedroom, and on one occasion, while he was drinking, he touched the 14-year-old victim’s breast.
Rouse is charged with third-degree sexual abuse, third-degree sexual assault, sexual abuse by parent or guardian, and contributing to the delinquency of a minor. Â He is currently in Southern Regional Jail.
